Lawmakers in the Illinois Senate on Wednesday approved legislation that would regulate online casino gaming and daily fantasy sports. State Senators signed off on the plan by a 42-10 vote, moving.

If you have been following our blog, you will be familiar with the evolution of laws relating to online gambling in the U.S. and know that Illinois was the first state to operate an online lottery ticket program. It now appears that Illinois may soon take the next step to legalizing Internet poker and other online monetary-based games within its borders.
*The Illinois Senate passed a bill that would legalize and regulate online gambling and daily fantasy sports on Wednesday evening. H 479 easily passed the Senate, by a vote of 42-10. In order to become law, the bill needs to pass the Illinois House of Representatives, as well as receive the governor’s signature.
*Although Illinois Governor Pat Quinn has spurned several previous attempts to regulate online poker and bring the people of IL lawful real money poker websites – specifying that Internet poker was too new and untested – he has exhibited a readiness to support a new poker betting and gambling bill, in so long as it meets his numerous requests.
Yesterday, a bill was introduced and approved by an Illinois Senate Committee which, if fully enacted, would authorize online gambling in many forms and double the number of brick and mortar casinos within the State. According to Sen. Terry Link (D), the sponsoring Senator behind the bill, a full Senate vote could come as soon as this afternoon. However, several Republican senators, including Senate Minority Leader Christine Radogno (R), have voiced their objections to the bill moving so quickly through the Senate Committee and would like more time to review the bill before putting it to a vote.
According to Senator Link, the bill would generate yearly Internet gambling revenues of $150 million and increase the overall revenues of brick and mortar casinos to $1 billion. Except for $10 million allocated to Gamblers Anonymous, the bill specifies that all proceeds from Internet gambling would go towards the State’s pension fund. Likewise, the proceeds from brick and mortar casinos would be used for education, which will be desperately needed after Illinois Governor Pat Quinn’s $400 million education budget cut announcement earlier this week.
While it appears likely that the bill will be passed in some form, Governor Quinn stated that the gambling industry, both Internet-based and brick and mortar, will be heavily regulated with “strong ethical standards [and] comprehensive oversight.”
The development of federal and state interpretations of Internet gambling remains a significant topic for all gaming attorneys and those interested in Internet poker and gambling in general.

Online gambling is very popular in Illinois. Gambling laws in the State of Illinois specifically address the issue of online gambling. The first attempt came in 2012 when the members of the Illinois House and Senate attempted to pass a law that would regulate various forms of online gambling. The bills did not make it through the committee.
In 2013, another attempt was made to regularize online gambling but this attempt too failed as it perished during negotiations on the issue of having more casinos in the state. The section on online gambling had to be removed from the bill as Governor Pat Quinn had previously spoken out against its inclusion.
There were reports that Illinois Senate President John J. Cullerton was planning to introduce a standalone bill aimed at bringing online casinos and Illinois online poker games to the state. The bill sought to permit a wide array of gambling options but would limit online betting to events where such bets are explicitly legal. The bill was not successfully passed.
In 2019, the state’s legislature did pass a bill authorizing state-licensed sportsbook gambling that once fully implemented, will include online and mobile sports betting options. Insurance. An additional side bet, half of the original bet, available to players after the initial deal when the dealer shows an Ace.
